Extreme Weather Is Disrupting Performance
The UK is experiencing more frequent and intense weather events, including storms, heavy rainfall and prolonged dry periods. These conditions are having a direct impact on rail and construction performance.
Storms continue to cause widespread disruption, with flooding, fallen trees and damaged overhead lines affecting services across the network. In recent years, extreme weather has led to record levels of delay minutes and operational disruption. On the other end of the spectrum, prolonged dry weather can destabilise embankments, leading to track movement and speed restrictions.

Heat and Ground Instability Create New Risks
Rising temperatures present another major challenge for rail infrastructure. Heat can cause rail expansion and track buckling, forcing speed restrictions or even temporary closures to maintain safety. At the same time, changing moisture levels in the ground can weaken embankments and earthworks a critical issue for a network where much of the infrastructure dates back to the Victorian era. This combination of heat and ground instability is reshaping how infrastructure is designed and maintained. Projects must now consider long-term climate conditions, not just current standards.
Investment in Resilience Is Increasing
In response to these challenges, significant investment is being directed towards improving infrastructure resilience. Network Rail has committed billions of pounds towards climate adaptation, including drainage improvements, embankment strengthening and advanced monitoring systems.
Major projects such as HS2 Ltd are also being designed with climate resilience in mind. This includes enhanced drainage systems, temperature-resistant track design and infrastructure capable of withstanding extreme weather events.
For the wider industry, this signals a shift towards proactive resilience designing infrastructure that can adapt to future conditions rather than reacting to failures.
